Swachh Bharat Mission (IHHL Toilet Subsidy Scheme)

The Swachh Bharat Mission - Gramin (SBM-G), administered by the Department of Drinking Water and Sanitation, Ministry of Jal Shakti, Government of India, is the world's largest sanitation and behavioral change movement. Under the Individual Household Latrine (IHHL) component of SBM Phase-2 (ODF Plus), the government provides direct financial assistance of ₹12,000 to eligible rural families who do not currently own a sanitary toilet, ensuring privacy, hygiene, safety, and health dignity for every household.

Under the IHHL scheme, funds are disbursed directly into the beneficiary's Aadhaar-linked bank account through Direct Benefit Transfer (DBT) upon building a standard twin-pit or single-pit pour-flush toilet. The financial incentive is jointly shared by the Central and State Governments (60:40 ratio; 90:10 for North-Eastern and Himalayan States). Citizens can register easily on the national SBM portal (sbm.gov.in) using their mobile phone or submit an application through their local Gram Panchayat and Swachhagrahi field team.

Applying for the ₹12,000 toilet subsidy is completely online in 5 steps: Step 1 — Citizen Registration on sbm.gov.in: Visit sbm.gov.in, click 'Citizen Corner' -> 'Application Form for IHHL'. Click 'Citizen Registration', enter your mobile number (which becomes your Login ID), name, state, and address. Step 2 — Log In & Fill Form: Log in using your mobile number and OTP/Password. Fill in your Gram Panchayat, village name, Aadhaar number, and bank account details. Step 3 — Upload Bank Passbook: Upload a clear scan of the first page of your bank passbook and click 'Apply' to receive your unique Application ID. Step 4 — Construction & Geo-Tagging: Start constructing your household twin-pit toilet. Once constructed, the local Swachhagrahi, Gram Rozgar Sahayak (GRS), or Panchayat Secretary visits your house to take a GPS-enabled geo-tagged photograph of the toilet. Step 5 — DBT Disbursement: After online geo-tagging approval, the ₹12,000 incentive is transferred directly into your bank account via PFMS.

The Swachh Bharat Mission (Grameen) Phase-2 is open for applications nationwide 365 days a year. Registrations are cleared continuously by block administration teams.

• Submitting bank passbook scans with blurred or unreadable IFSC codes (causes PFMS payment bounce). • Building an open single-pit or septic tank without proper vent pipes (guidelines strictly recommend pour-flush twin-pit designs for faster approval). • Applying if a member of the same family has already claimed an IHHL subsidy previously. • Not completing the mandatory Geo-tagging photograph through the official SBM mobile app.
