Eligible components include new freshwater fish pond excavation, advanced Biofloc tank setups, Recirculating Aquaculture Systems (RAS), fish feed mills, cold storage ice plants, three-wheeler/four-wheeler refrigerated insulated vehicles, live fish vending kiosks, and motorized boat upgrades with GPS navigation safety equipment.

Detailed financial and operational entitlements under PMMSY include: 1. Lucrative Subsidy Slabs: • General Category (Individual/Entity): 40% Government Subsidy (e.g. ₹3 Lakh subsidy on a ₹7.5 Lakh Biofloc unit). • Women, SC, ST & North-Eastern Beneficiaries: 60% Government Subsidy (e.g. ₹4.5 Lakh subsidy on a ₹7.5 Lakh Biofloc unit). 2. To be eligible for PMMSY fisheries subsidies: • Target Profiles: Fishers, fish farmers, fish workers, SHGs, Joint Liability Groups (JLGs), fisheries cooperatives, and private entrepreneurs. • Land & Water Requirement: Must own land or have a registered lease agreement for a minimum tenure of 7 to 10 years, with assured freshwater/groundwater source. • Training / Technical Capability: Basic training or orientation in aquaculture from a Krishi Vigyan Kendra (KVK), ICAR-CIFA/CIFE, or State Fisheries Training Institute. • Project Appraisal: Must submit a viable Detailed Project Report (DPR) vetted by the District Fisheries Office.

Applying for PMMSY subsidies is completed in 5 simple steps: Step 1 — Register on Portal: Visit pmmsy.dof.gov.in or nfdp.dof.gov.in, create an account using your mobile number and Aadhaar eKYC. Step 2 — Select Scheme Component: Choose your intended activity (e.g., Construction of New Ponds, Biofloc Unit, RAS, Feed Mill, or Refrigerated Van). Step 3 — Upload DPR & Land Papers: Enter project cost, upload your Detailed Project Report (DPR), land title/lease deed, and category certificate. Step 4 — District Level Committee (DLC) Approval: The District Fisheries Officer (DFO) and DLC inspect the site, evaluate technical viability, and issue an in-principle administrative sanction. Step 5 — Execution & Milestone Subsidy Disbursal: Construct the facility or purchase the machinery. The fisheries officer conducts GPS geo-tagging, and the 40%–60% subsidy is released directly via DBT.

Applications are accepted year-round on the NFDP/PMMSY portal. Annual action plans are approved at the start of each financial year by the State Level Approval and Monitoring Committee (SLAMC).

• Starting civil excavation or purchasing equipment before receiving the official Administrative Approval from the District Fisheries Office (pre-incurred expenses are not eligible for subsidy). • Submitting an unregistered lease agreement with a tenure of less than 7 years. • Neglecting water testing (water must be tested for pH, salinity, and dissolved oxygen before setting up Biofloc/RAS tanks). • Inactive bank accounts leading to PFMS subsidy payment failures.

Get your project report (DPR) prepared in consultation with your local Krishi Vigyan Kendra (KVK) fisheries scientist or local DFO office. Women entrepreneurs should apply under their own name to receive the higher 60% subsidy.
