Mission Vatsalya is a comprehensive child protection and welfare umbrella scheme administered by the Ministry of Women and Child Development (MWCD), Government of India. Dedicated to ensuring a secure and supportive childhood for every vulnerable child in India, the mission provides direct financial sponsorship of ₹4,000 per child per month to prevent school dropouts, malnutrition, and child labour among orphans, children of widowed or divorced mothers, children of incarcerated or terminally ill parents, and children living in severe socio-economic distress.
Operating across all districts in India through District Child Protection Units (DCPU) and Child Welfare Committees (CWC), Mission Vatsalya prioritizes 'Family-Based Non-Institutional Care'. Instead of placing children in institutional shelters, the scheme provides financial sustenance to biological families, single mothers, or kinship foster parents so children can grow up in a loving home environment while continuing regular schooling. In addition, the scheme coordinates emergency rescue and rehabilitation through the national 24x7 emergency helpline (1098 / 112).
Detailed assistance packages under Mission Vatsalya include: 1. Monthly Sponsorship Grant: ₹4,000 per month per child credited directly into the joint bank account of the child and mother/guardian to cover nutritional food, school uniforms, books, and day-to-day living expenses. 2. Foster Care Financial Assistance: Families taking legal foster care of abandoned or orphan children receive ₹4,000 per month per child for maintenance and education. 3. Aftercare Financial Assistance (Ages 18–21/23): Youth leaving child care institutions upon turning 18 receive monthly stipends, vocational training sponsorships, and livelihood setup grants to help them transition smoothly into independent adult life. 4. Complete Orphan Coverage: For children who have lost both parents, the ₹4,000 monthly grant is disbursed without any income test restrictions, alongside free residential schooling support in Kasturba Gandhi Balika Vidyalayas (KGBVs) or Navodaya Vidyalayas. 5. Legal & Psychological Rehabilitation: Free access to legal aid, psychiatric counseling, trauma recovery, and specialized medical treatments.
