Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS)

The Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), governed under the landmark MGNREGA Act, is the world's largest rural social security initiative. It provides a legal, enforceable guarantee of at least 100 days of paid wage employment in every financial year to every rural Indian household whose adult members volunteer to do unskilled manual work.

Under MGNREGS, rural citizens receive a government-issued Job Card from their local Gram Panchayat containing the names and photographs of all adult members in the household. Once registered, workers can submit a formal demand for work at any time. The local administration is legally required to provide work within a 5 km radius within 15 days of receiving the application. If work is not provided within 15 days, the worker is legally entitled to a daily Unemployment Allowance paid by the state government.

Key entitlements and benefits under MGNREGA include: 1. Guaranteed Wage Employment: Every registered rural family can claim up to 100 days of guaranteed manual work per year (extended up to 150 days in notified drought-hit or disaster-affected areas). 2. Equal Pay for Equal Work: Gender parity is strictly enforced — men and women receive identical statutory wages with zero pay discrimination. 3. Unemployment Allowance: If the Gram Panchayat or block administration fails to allocate work within 15 days of submitting a written work application, an unemployment allowance (1/4th of daily wage for first 30 days, 1/2 of daily wage thereafter) is paid automatically. 4. Worksite Amenities: Free drinking water, child-care (creche for children under 6), first-aid medical box, and shaded rest areas are mandatory on site. 5. Asset Creation: Work activities directly improve rural infrastructure — building farm ponds (Amrit Sarovars), check dams, village roads, plantation drives, cattle sheds, and irrigation canals.

To be eligible for an MGNREGA Job Card and wage work: • The applicant must be a resident of the rural area covered under the specific Gram Panchayat. • Adult family members must have completed 18 years of age. • Members must be willing to do unskilled manual physical labor (earth work, digging, plantation, masonry assistance, etc.). • The household must apply as a collective family unit under one Job Card.

The documentation for getting a Job Card is minimal: 1. Aadhaar Card copies of all adult family members willing to work. 2. Ration Card or Voter ID proving local residence in the Gram Panchayat. 3. Savings Bank Account or Post Office Passbook copy (must be Aadhaar-seeded for DBT/ABPS payments). 4. 2 Passport-sized Photographs of each adult member. 5. Completed Job Card Application (Form 1) or plain paper application.

Obtaining your MGNREGA Job Card and demanding work follows these 4 simple steps: Step 1 — Application to Gram Panchayat: Submit Form 1 or a written application to your local Gram Panchayat office, Sarpanch, or Gram Rozgar Sahayak (GRS), containing names, ages, Aadhaar numbers, and photos of all adult members. Step 2 — Verification & Free Job Card Issuance: The Gram Panchayat conducts a doorstep verification of residence within 14 days. An official MGNREGA Job Card with a unique registration number is issued to the household completely free of cost. Step 3 — Demanding Work (Form 3): Whenever you need work, submit a simple written request (Form 3) stating the dates for which you are available (minimum 14 consecutive days). Obtain a dated written receipt from the Gram Panchayat/GRS. Step 4 — Work Allocation & Payment: The Gram Panchayat will assign you to an ongoing public project within 5 km of your village within 15 days. Complete the assigned work, attendance is recorded on the electronic muster roll (NMMS App), and wages are transferred directly to your bank account within 15 days of work completion.

Job card registration and work demand are open 365 days a year. The financial year cycle runs from 1st April to 31st March, resetting the 100-day household entitlement each April.

• Giving your Job Card or bank passbook to contractors, middle-men, or local representatives (Job Cards and passbooks must always stay in the worker's physical possession). • Submitting a work request without obtaining a signed, dated receipt (without a dated receipt, you cannot claim the legal Unemployment Allowance if work is delayed). • Having a bank account that is not linked with Aadhaar or NPCI mapper, which causes ABPS wage payment rejections. • Failing to report to the allotted worksite on the designated date (absence on the official muster roll counts as an unworked day).

Always apply for work in written format (Form 3) in a group with other village workers and insist on obtaining the dated acknowledgment receipt from your Gram Rozgar Sahayak. Verify on nrega.nic.in that your Aadhaar number is active in the ABPS database.
