ADIP Scheme (Assistance to Disabled Persons for Aids & Appliances)

The ADIP Scheme (Assistance to Disabled Persons for Purchase/Fitting of Aids and Appliances) is a premier welfare program implemented by the Department of Empowerment of Persons with Disabilities (DEPwD), Ministry of Social Justice and Empowerment, Government of India. The scheme aims to assist needy persons with disabilities (Divyangjan) by providing modern, high-end, durable, and standard assistive aids and appliances free of cost to promote physical, social, and psychological rehabilitation and enhance their mobility and economic independence.

Implemented largely through the Artificial Limbs Manufacturing Corporation of India (ALIMCO), National Institutes, Composite Regional Centres (CRCs), and District Social Welfare Departments, the ADIP scheme covers all major categories of disabilities recognized under the Rights of Persons with Disabilities (RPwD) Act. Eligible beneficiaries receive assistive equipment directly at dedicated district assessment camps or through online portal applications. For hearing-impaired children aged up to 5 years (and up to 7 years for congenitally deaf children), the scheme sponsors life-changing Cochlear Implant surgeries costing up to ₹6,00,000 per child.

The range of free assistive devices provided under the ADIP scheme includes: 1. Locomotor Disabilities: Motorized tricycles (for beneficiaries aged 16+ with 80%+ locomotor disability), standard manual tricycles, folding wheelchairs, adjustable elbow crutches, axillary crutches, walking frames, artificial limbs (prosthetics), and modular calipers. 2. Visual Impairment: Smart Canes with ultrasonic obstacle detection, folding white canes, Daisy players for audiobooks, Braille slates and styluses, Braille watches, and specialized screen-reading laptops/smartphones for visually impaired higher education students. 3. Hearing & Speech Impairment: High-gain programmable digital behind-the-ear (BTE) hearing aids with batteries, educational assistive listening devices, and full-cost Cochlear Implant surgeries for eligible young children. 4. Intellectual / Developmental Disabilities (Autism, Cerebral Palsy, Multiple Disabilities): Multi-Sensory Educational (TLM) Kits, Activities of Daily Living (ADL) kits, CP chairs, and customized therapy rollulators. 5. Periodic Replacement: Beneficiaries can receive fresh replacement aids every 3 years (and every 1 year for children due to physical growth).

To be eligible for free assistive aids under the ADIP Scheme, an individual must fulfill the following criteria: • Benchmark Disability: Must have a certified disability of 40% or more, verified through a valid UDID (Unique Disability ID) Card or an official Medical Board Disability Certificate. • Monthly Income Limits: - 100% Free Aids: Total family income from all sources must not exceed ₹22,500 per month (₹2.70 Lakh per year). - 50% Subsidy: Total family income between ₹22,501 and ₹30,000 per month. • Prior Benefit Interval: The applicant must not have received the same assistive device under government aid within the last 3 years (1 year for growing children up to 12 years). • Motorized Tricycle Specific Criteria: Must be 16 years of age or older with severe locomotor disability of 80% or above (or bilateral lower limb amputation), with good upper limb muscle strength.

Keep copies of the following documents ready: 1. UDID Card or Disability Certificate (issued by a Chief Medical Officer / Medical Board showing 40%+ disability). 2. Aadhaar Card of the applicant (or parent/guardian if minor). 3. Income Certificate (issued by Tehsildar / SDM / Revenue Officer), BPL Ration Card, or Ayushman Bharat Card. 4. Proof of Residence (Voter ID, Ration Card, Domicile certificate, or Electricity bill). 5. Two recent passport-size color photographs showing the affected physical condition. 6. Medical prescription / clinical assessment recommendation from an authorized ALIMCO doctor or CRC specialist.

Citizens can apply for ADIP assistance through 2 accessible routes: Route 1 — Online Portal (adip.depwd.gov.in): Visit the official ADIP portal at adip.depwd.gov.in. Click 'Beneficiary Registration'. Enter your UDID Card number, personal details, Aadhaar number, type of disability, and required assistive aid (e.g. motorized tricycle, hearing aid, wheelchair). Upload the income certificate and photos. Once registered, your application is tagged for the nearest district distribution camp. Route 2 — Direct ALIMCO & District Samaj Kalyan Camps (Offline / Most Popular): District administrations, ALIMCO, and District Social Welfare Departments (Samaj Kalyan) regularly conduct specialized Mega Assessment & Distribution Camps across all districts. Beneficiaries simply attend the camp with their UDID card, Aadhaar, and income certificate. Medical teams conduct on-the-spot physical measurements and fit or distribute the required assistive aids free of charge.

Applications on the ADIP portal remain open year-round. District distribution camp schedules are announced quarterly by District Social Welfare Officers and published on depwd.gov.in and alimco.in.

• Submitting an invalid or temporary disability certificate without an official Medical Board seal or UDID number. • Providing an income certificate exceeding ₹22,500 per month while requesting 100% free aids (applicants in the ₹22,501–₹30,000 bracket must pay the 50% co-share). • Applying for a replacement before completing the mandatory 3-year gap since the previous distribution. • Missing the scheduled measurement camp after online registration, which stalls the customized fabrication of artificial limbs or calipers.
